CNN —Zimbabwe’s President Emmerson Mnangagwa and first lady Auxillia have come under a slate of new US sanctions imposed that also targeted senior government officials accused of corruption and human rights abuses. CNN —While assuring Americans there are no credible threats locally, cities throughout the United States are ramping up security around houses of worship after the large-scale attack by Gaza militants on Israel on Saturday. The FBI and the Department of Homeland Security issued “public safety concern” bulletins Saturday to state and local law enforcement and said they are monitoring for any impact on the US domestic threat environment, a law enforcement official said. Israel then launched airstrikes on Gaza while its forces clashed on the ground with Hamas fighters. In Israel, at least 300 people have died and thousands of others are wounded, officials said. In Gaza, at least 232 Palestinians have died and more than 1,600 are wounded, the Palestinian health ministry said.

China and the Solomon Islands on Monday signed a deal on police cooperation as part of an upgrade of their relations to a “comprehensive strategic partnership,” four years after the Pacific nation switched ties from Taiwan to China. “In just four years, the relationship between China and the Solomon Islands has developed rapidly, and we can now say that it is very fruitful,” Li told Sogavare. China will continue to provide assistance to the Solomon Islands to enhance its law enforcement capacity, according to a joint statement released by China’s state-run Xinhua news agency. China has long supported so-called South-South cooperation, which refers to cooperation between developing nations as equals for mutual benefit. Chinese telecoms giant Huawei is already building a cellular network in the Solomon Islands, financed by a $66 million Chinese EXIM bank loan.

Hong Kong CNN —China has unveiled a sweeping foreign relations law enshrining its right to impose “countermeasures” against actions that it deems a threat – in Beijing’s latest bid to bolster its position amid strained relations with the West. “This is the first comprehensive foreign relations law … but it (reads) more like Xi Jinping’s foreign policy declaration,” Zhao said, adding that its release comes at a moment when Xi is focused on countering what it sees as US efforts to contain China. “The party, not the government, runs China’s foreign relations. The law also includes China’s pledge to promote “high-level opening-up” of its economy, development of foreign trade and and encouraging and legally protecting foreign investment. In recent months, a campaign against consulting and due diligence firms has unnerved foreign businesses in China.

But the executive summary of the committee's final report doesn’t address questions of why the FBI, U.S. Capitol Police and other law enforcement agencies didn’t do more to increase security that day. The executive summary, released Monday, avoids criticizing or reaching conclusions about law enforcement and intelligence shortfalls in the lead-up to the attack, which many law enforcement experts have called the biggest intelligence failure since the terrorist attacks of Sept. 11, 2001. A representative for the committee didn’t respond to a request for comment about the decision not to include more information about the role law enforcement played ahead of the Capitol attack. The committee's executive summary discusses information that the FBI and other law enforcement agencies received in the days before Jan. 6, saying some of the intelligence was shared with partners like the Capitol Police.

Washington CNN —A Libyan man accused of being involved in making the bomb that destroyed Pan Am flight 103 over the town of Lockerbie in December 1988 is expected to make an initial court appearance Monday afternoon during an arraignment hearing in Washington, DC. Authorities in the US and Scotland announced Sunday that the suspect, Abu Agila Mohammad Mas’ud Kheir Al-Marimi, is now in US custody. Al-Marimi is expected to be arraigned later Monday at a federal court in Washington. The chief legal officer of the Scottish government will meet with US prosecutors in Washington “next week” regarding the Lockerbie investigation, they said in a statement Monday. Megrahi was sentenced in 2001 to 27 years in prison, but was released from prison after being diagnosed with cancer.
